GINEBRA / CIUDAD DE PANAMÁ (10 de enero de 2013) – El Grupo de Trabajo de Expertos de las Naciones Unidas sobre los Afrodescendientes llevará a cabo una visita oficial a Panamá del 14 al 18 de enero de 2013. Los expertos estudiarán varios temas, retos y progresos relacionados con el goce pleno de los derechos de los Afrodescendientes en el país. Ésta será la primera visita oficial que expertos independientes designados por el Consejo de Derechos Humanos de la ONU realizan a Panamá en los últimos diez años.
“Panamá es un país de gran diversidad. Como todos los países Latinoamericanos, Panamá enfrenta ciertos desafíos vinculados con su historia y con su carácter pluriétnico, multicultural y pluralista, los cuales son en sí fuente de la riqueza de la sociedad panameña”, dijo Verene Shepherd, actual Presidenta del grupo de cinco expertos en derechos humanos.
“Estamos interesadas en ver cómo Panamá hace frente a estos desafíos, qué logros ha realizado en la promoción de los derechos de los Afrodescendientes”, señaló la Sra. Shepherd. “También queremos identificar prácticas positivas que puedan ser compartidas con otros países tanto en la región como en el resto del mundo”.
El Grupo de Trabajo, que visita el país por invitación del Gobierno, viajará a la Ciudad de Panamá y Colón. Se reunirá con autoridades gubernamentales nacionales y locales, así como con representantes de organizaciones no gubernamentales y la sociedad civil en general, miembros de la comunidad afrodescendiente, académicos, con la Defensoría del Pueblo, la Comisión Nacional contra la Discriminación y otras personas e instituciones que trabajan en el ámbito de la igualdad y de la inclusión social.
El grupo de expertos de la ONU también ha pedido reunirse con varios ministerios encargados de temas de interés para los Afrodescendientes, y espera tener la oportunidad de poder trabajar con todos ellos. El Grupo de Trabajo también espera poder visitar centros de detención.
“Estamos visitando Panamá para dialogar de manera constructiva con el Gobierno y otras partes interesadas y poder brindar nuestra apoyo, de conformidad con el mandato que nos fue asignado por las Naciones Unidas”, subrayó la Sra. Shepherd.
Al finalizar su misión, los miembros del Grupo de Trabajo compartirán sus observaciones preliminares en una conferencia de prensa que tendrá lugar el día viernes 18 de enero de 2013, de 3.30 p.m. a 4:30 p.m., en el Hotel Continental, Ciudad de Panamá.
El Grupo de Trabajo presentará un informe detallado sobre su misión a Panamá ante el Consejo de Derechos Humanos en el mes de setiembre de 2013.

UN expert group on people of African descent launches first fact-finding mission to Panama
GENEVA / PANAMA CITY (10 January 2013) – The United Nations Working Group* of Experts on People of African Descent will visit Panama from 14 to 18 January 2013 to study a wide range of issues, challenges and progress made to the full realization of the rights of people of African descent in the country. This will be the first official country visit by UN Human Rights Council’s independent experts in the last ten years.
“Panama is a country of wide diversity. Like all other Latin American countries, Panama faces challenges connected with its history, its multi-ethnic, multicultural and pluralist nature, which are in themselves sources of the richness of Panamanian society,” said Verene Shepherd, who currently chairs the group of five human rights experts.
“We are interested to find out how Panama is meeting those challenges, what achievements have been made in the promotion of the rights of people of African descent, and collect positive practices that might be shared with other countries,” Ms. Shepherd noted.
The Working Group, which visits the country at the invitation of the Government, will travel to Panama City and Colon. It will meet with national and local Government authorities, as well as representatives of non-governmental organizations and civil society at large, people of African descent community members, academics, the National Human Rights Institution, the National Commission against Discrimination and others working in the field of equality and social inclusion.
The UN expert group has also requested to meet with various line Ministries in charge of issues related to people of African descent, and looks forward to engaging with all stakeholders. The Working Group also hopes to be able to visit various detention facilities.
“We are visiting Panama to engage constructively with the Government and other stakeholders and to offer assistance within the reach of our UN mandate,” Ms. Shepherd underscored.
At the end of their mission, on Friday 18 January, the Working Group will share with the media their preliminary findings during a press conference in Panama City at Hotel Continental from 3.30 p.m. to 4.30 p.m.
Following its visit, the Working Group will present a report containing its findings and recommendations to the United Nations Human Rights Council.
